Project: Libyan Local Council Administration and Legitimacy (LOCAL) Program

This training manual provides several definitions of human resources and emphasizes the importance of human resources for public administration. It provides job descriptions based on several criteria, including the purpose of the job, duties and responsibilities, supervisory responsibilities, qualifications and level of communication with other parties. Sample job descriptions are given for the local council chairman, the Shura Council and key administrative positions.

This guide highlights aspects of effective contract administration in local governments - from award to closeout. This presentation provides suggestions and a workplan for supporting and empowering women in Tunisian society. It focuses on communication rules, the role of women in the election process, local democracy and group work. The presentation aims to support qualified women candidates for municipal elections, highlighting knowledge, skills and behaviors.

New Tactics for Human Rights: Background and Fundamentals

This curriculum guide describes how to teach human rights and the philosophy of Sun Tzu. His lessons emphasize three sources of knowledge, including knowing yourself, knowing your opponent and knowing your playing ground. It describes new tactics for human rights, which is organized around the analysis of potential solutions rather than analysis of the issues.

The Building of Human Rights Culture (History and the Most Important International Treaties)

Project: Social Media | Social Action for Good Governance

This guide highlights human rights culture and history in the last century, the Chinese philosopher Sun Tzu, and practical steps to increase human rights and legal awareness in communities. It describes how to build groups of activists who support human rights and strategies for encouraging communities, especially youth, to prevent human rights violations. Several examples are provided, such as the issue of human trafficking and how activists found supporters, pressured decision makers and influenced communities.
